This Department Order establishes requirements and guidelines for transportation of inmates at the Department and local levels. All inmate transportation is completed using appropriate security and safety measures. Department employees meet specific qualifications and training standards prior to assignment as transportation officers. The Director may authorize specific exceptions to this Order when an inmate is classified as high-control-needs custody level.
705.01 TRANSPORTATION OFFICER QUALIFICATIONS
1.1 Officer Qualifications - Transportation officers shall meet the following criteria:
1.1.1 Be a graduate of a Department operated academy.
1.1.2 Possess the current Arizona Driver's License required for the type of vehicle being operated.
1.1.3 Have a good driving record.
1.1.4 Meet Department medical requirements.
1.1.5 Have attained permanent status in the Department and have a minimum of six months experience with direct inmate contact as a Correctional Service Officer and/or Correctional Program Officer.
1.2 Required Training - Transportation officers shall be trained in the following:
1.2.1 CPR, first aid, blood borne/airborne pathogens.
1.2.2 Department emergency procedures.
1.2.3 Firearms safety and handling.
1.2.4 Radio procedures and codes.
1.2.5 Proper use and application of restraints.
1.2.6 Searches of vehicles and inmates.
1.2.7 Vehicle operation, such as buses, to include defensive driving techniques.
1.3 Arizona Correctional Industries - ACI staff shall meet the following qualifications and training requirements:
1.3.1 Possess the current Arizona Driver's License required for the type of vehicle being operated.
1.3.2 Have a good driving record.
1.3.3 CPR, first aid, blood borne/airborne pathogens.
1.3.4 Department emergency procedures.
1.3.5 Radio procedures and codes.
1.3.6 Vehicle operation, such as buses, to include defensive driving techniques.
705.02 LOCAL TRANSPORTATION OF INMATES
1.1 The Warden, Deputy Warden, Administrator or designee shall:
1.1.1 Select local transportation staff.
1.1.2 Ensure the appropriate staff prepare a Movement Authorization, Form 705-1P, for each inmate departing the institution, or an Inmate Movement Report, Form 705-2P, for those inmates assigned to a work crew that will be out of the unit less than one day, or when transporting large numbers of inmates.
1.1.3 Sign all completed Movement Authorization forms, and Inmate Movement Reports.
1.1.4 Ensure appropriate security measures are taken to maintain custody and control of inmates to be transported.
1.1.5 Authorize private prison staff to provide transportation if appropriate.
1.2 Transporting staff shall:
1.2.1 Transport inmates as assigned.
1.2.2 Be in possession of copies of escape bulletins of inmates to be transported. Photographs on escape bulletins shall be of sufficient quality to identify the inmate.
1.2.3 Ensure the correct identification of inmates being transported by comparing their name and ADC number with the escape bulletins.
1.2.4 Carry handcuffs.
1.2.5 Be armed when escorting average and high-control-needs inmates.
1.2.6 Be armed at the discretion of the Warden, Deputy Warden, Administrator or designee when escorting low-control-needs inmates.
1.2.7 Perform thorough strip searches of all inmates.
1.2.7.1 Strip searches shall be conducted by staff members of the same gender as the person being searched.
1.2.7.2 Inmates on escorted work gangs working at locations off prison grounds may be transported to and from the work site without being strip searched.
1.2.8 Apply restraint gear as provided in section 705.11.
1.2.8.1 Inmates on escorted work gangs transported in securely caged vehicles, but not in an approved custody level, may be transported to and from the work site without restraints.
1.2.9 Ensure, by visual check, that the transporting vehicle is:
1.2.9.1 Clean.
1.2.9.2 Fueled.
1.2.9.3 Mechanically serviceable.
1.2.9.4 Free of contraband.
1.2.10 Maintain radio contact with the institution Control Center in accordance with the local Institution Order and/or applicable Post Order(s).
1.2.11 Private prison transportation staff shall contact and maintain contact with the prison by radio/phone. Staff shall inform the appropriate private prison staff member of the following when departing:
1.2.11.1 Destination.
1.2.11.2 Estimated time en route (ETE).
1.2.11.3 Number of inmates being transported.
705.03 AFTER-HOURS TRANSPORTATION FOR MEDICAL TREATMENT
1.1 Prior to a treatment facility being approved as an off-site treatment facility, Wardens and Facility Health Administrators shall:
1.1.1 Jointly inspect the off-site medical facilities to determine if inmates can be safely detained in the emergency room and on the floors or wards. All such inspections shall be documented.
1.1.2 Discuss security procedures with the inspected facility's administrator.
1.1.3 Ensure that feasible security procedures and other precautions are implemented prior to transporting inmates to the facility and that the procedures are included in the local Institution Order and/or appropriate Post Order(s).
1.2 Prior to an inmate being transported off-site for medical treatment, an authorized Health Care Provider shall:
1.2.1 Examine each sick or injured inmate.
1.2.2 Determine whether the sick or injured inmate examined meets the criteria for after-hours transportation for medical treatment if the examination is concluded after 5:00 p.m. on weekdays, or occurs on weekends.
1.2.3 Consult with the appropriate physician to determine if the physician agrees with the diagnosis.
1.2.3.1 The physician shall personally examine the patient, if necessary, to make the correct determination.
1.2.4 Clearly explain to the on-duty Shift Commander that immediate off-site medical treatment is required for the patient.
1.2.5 Obtain the approval of the Deputy Director for Inmate Health Services or designee, when the inmate being transported off-site is a Death Row inmate.
1.3 The Shift Commander shall:
1.3.1 Determine the security precautions that should be implemented when the inmate to be transported is low or average-control-needs.
1.3.2 Contact the appropriate duty officer, as identified in local Institution Orders, report the physician's diagnosis and determine what security precautions should be implemented if the inmate to be transported is high-control-needs.
1.3.3 Authorize the transportation and ensure that the required security precautions are implemented.
1.4 The duty officer shall instruct the Shift Commander of necessary security precautions that should be taken before, during and after transportation of the inmate for off-site medical treatment, e.g., advising police agencies in the jurisdiction of the pending transport and ensuring that sufficient transportation staff are assigned to the transportation detail.
705.04 TRANSPORTATION OF INMATE DEFENDANTS
1.1 Federal Court - Pursuant to a court order that requires an inmate to appear in court, the Warden, Deputy Warden, Administrator or designee shall:
1.1.1 Assign transportation staff to transport inmate defendants, in accordance with the court order.
1.1.2 Ensure that transportation staff maintain secure custody of inmate defendants at all times, e.g., during transportation, pretrial meetings and courtroom appearances.
1.2 Any Other Court - Pursuant to an Order to Secure Attendance that requires an inmate to appear in court, the Warden, Deputy Warden, Administrator, or designee shall:
1.2.1 Request the Sheriff's Department in the county where the inmate is ordered to appear to transport and secure the inmate.
1.2.2 SECTION DELETED
1.2.3 Coordinate with the Sheriff's staff and the prosecuting authority to ensure that the defendant appears in court as ordered.
1.2.4 Notify Legal Services upon receipt of a court order requiring Department staff to transport an inmate to any court other than Federal Court.
1.3 Air Transportation for Medical Services - When correctional medical staff have determined that an inmate's medical condition may warrant air transportation, the following process shall be followed for inmates requiring air transport for medical services. (See Attachment B, Aeromedical Transport of Inmates.)
1.3.1 If aircraft space and/or weight limitations prevent Correctional Officers from accompanying the inmate on-board, approval for non-escorted transport may be granted by the Warden/Administrator or designee, and arrangements shall be made for Correctional Officers to meet the inmate at the flight's destination point.
1.3.1.1 Local authorities may be asked to provide security assistance until Correctional Officers arrive.
1.3.2 When approval for non-escorted transport is denied, ground transportation shall be arranged.
1.3.3 Correctional medical staff shall determine if an inmate's medical condition warrants air transportation.
1.3.4 When air transportation is required, but without an accompanying nurse, the Department of Public Safety Ranger shall be contacted at 1-800-247-6337.
1.3.5 When air transportation is required with an accompanying nurse, the Lifeline dispatcher shall be contacted at 1-800-949-7173.
1.3.6 The following information shall be provided to the Lifeline dispatcher:
1.3.6.1 Name of sending institution.
1.3.6.2 Receiving hospital.
1.3.6.2.1 Inmates with minor trauma shall be sent to St. Mary's Hospital (520-622-5833, extension 1608.)
1.3.6.2.2 Inmates with Level I trauma shall be sent to the University Medical Center (520-694-6093.)
1.3.6.3 Medical diagnosis and/or chief complaint.
1.3.6.4 Inmate weight (maximum stretcher load is 350 pounds.)
1.3.6.5 Correctional Officers weight (180 pounds or less preferred.)
705.05 TRANSPORTATION TO INCREASED SECURITY; CORRECTIONAL RELEASE CENTERS
1.1 Transportation of inmates from Correctional Release Centers (CRCs) to increased security institutions shall, in all cases, be conducted in a manner which ensures the safety of the inmate, transporting staff, institution and the community at large.
1.2 Transporting staff are responsible for the vehicle and equipment utilized, for the custody, safety and security of the inmate, and for the safety of the general public.
1.3 Private vehicles shall not be used for the transportation of inmates to increased security.
1.4 The Administrator or designee shall authorize all transportation trips.
1.5 A Request for Inmate Placement and Hold, Form 70203004 shall be completed and accompany the inmate to the institution or facility.
1.6 The Administrator or designee shall promptly notify the receiving institution as to estimated time of arrival, route to be taken and violence potential of the inmate.
1.7 Transportation of the inmate shall, in all cases, be accomplished with a minimum of two on-duty staff members.
1.8 Inmates shall not be permitted the use of tobacco products, drinks or food during the transportation trip.
1.9 Restraints shall be applied as required in section 705.11.

Within 60 days of the effective date of this Order, Wardens and the CCC Administrator shall:
CENTRAL OFFICE TRANSPORTATION COORDINATOR - Offender Services Bureau Classification Manager.
CRITERIA FOR AFTER-HOURS TRANSPORTATION FOR MEDICAL TREATMENT - An authorized health care provider's diagnosis of life-threatening injury or illness, or an injury that poses a threat of permanent disability or disfigurement.
COMMUNITY CORRECTIONAL CENTER (CCC) - A stand alone unit supervised by an administrator and assigned to Community Corrections. The Southern Arizona Correctional Release Center (SACRC) is the only CCC currently in operation.
COURT ORDER - For the purposes of this Order, an Arrest Warrant, Subpoena, Summons or Order to Secure Attendance.
CUSTODY LEVELS - Requirements related to the control needs of inmates with specified P/I scores as follows:
FULL RESTRAINT - The application of a belly-chain, handcuffs and leg-irons.
HEALTH CARE PROVIDER - As used in this Order, a competent health care professional approved by the Assistant Director for Health Services to examine an inmate to determine if the inmate meets the criteria for after-hours transportation for medical treatment. Included are physician assistants, institutional nurses and nurse practitioners.
INMATE - A person, adjudicated as an adult, who is convicted and committed to the Department by any court of record or who is confined by the Department under the provisions of any agreement or compact to which the State or the Department is a party, and is currently confined in an institution.
INMATE DEFENDANTS - Inmates who are charged with a crime and ordered to appear in court.
INMATE PROPERTY - Personal and state-issued property authorized to be in an inmate's possession. (See Department Order #909, Inmate Mail/Property and Stores.)
INMATE RECORDS - The inmate's official institutional file including the field/working file, visitation records, health records and property records of an inmate under the Department's jurisdiction.
INTER-INSTITUTIONAL MOVEMENT - Movement of inmates between individual units of an institution without leaving the secure institution perimeter.
INTRA-DEPARTMENTAL TRANSPORTATION - The transporting of an inmate, under the supervision of Department staff, from any jail or Department institution to another jail or Department institution.
INTRA-INSTITUTIONAL MOVEMENT - Movement of inmates within the perimeter of an individual unit.
INSTITUTION - Two or more units collectively supervised by a Warden or a stand alone prison supervised by a Warden.
LEAD CHAIN - A chain that is attached to the upper restraints and to the leg irons. The lead chain shall be long enough to allow the inmate to stand erect, i.e., straight without any bending.
LOCAL TRANSPORTATION - The transporting of an inmate, by Department staff, from an institution/unit/private prison to a health care provider, job site, court or other authorized destinations handled at the local level.
ORDER TO SECURE ATTENDANCE - A written court order that requires the Department to ensure that an inmate appears to answer charges.
PHYSICIAN - A medical doctor who is licensed to practice medicine in Arizona.
PRIVATE PRISON - An institution or unit that is owned and operated by a private company under a contract to the Department.
STATEWIDE TRANSPORTATION COORDINATOR - A staff member appointed by the ASPC-Phoenix (ASPC-PHX) Warden to coordinate the transfer of inmates with the Central Office Transportation Coordinator and/or local transportation coordinators.
SECURE CUSTODY - The level of control and supervision commensurate with the Public and Institutional risk factors of the involved inmates.
SECURE VEHICLE - A vehicle in which the passenger (inmate) compartment is secured by means of a cage or other mechanism that prevents an inmate from accessing the driver and from exiting the secure passenger compartment.
TRANSPORTATION OFFICER - An employee designated by the Warden, Deputy Warden, or Administrator to transport an inmate from one location to another location by automobile, van, bus or plane.
UNIT - A component of an institution that is supervised by a Deputy Warden or an administrator.
UPPER RESTRAINT - The application of a belly-chain and handcuffs.
